Mayor Larry D. Yates said the Dickenson County Industrial Development Authority has announced an EPA grant to build a 3,500-square-foot climate resiliency hub on the site of the old Haysi High School.
The hub, Yates said during the Jan. 14 meeting of the Town of Haysi Council, is planned to serve as an emergency shelter but has not been designed. He told council members that sewer and water infrastructure work will be required before the facility can be built and that the EPA grant would cover the facility itself, not the utility infrastructure.
Council Member Carter Branham asked whether the grant would help develop the property; Yates said the award would “serve as a catalyst to draw attention and interest in private investment.” Council Member Debbie Wood said she had seen complaints about job creation but called the project a “stepping stone.”
The hub remains at an early stage: design, utility work and timelines have not been specified. No formal vote or appropriation related to the project was recorded at the meeting. Mayor Yates also announced that a groundbreaking ceremony for Haysi’s new Municipal Building is scheduled for Jan. 23, 2025, at 1 p.m.
Next steps described at the meeting include pursuing necessary utility upgrades and design work; council members discussed the project as a potential catalyst for additional development but did not set a funding plan for the utilities during the session.
