Independence staff outline sewer bond closing, fee updates and infrastructure projects

At the Aug. 13 meeting Town Manager Laura Ratcliffe and Public Works Director Terry Osborne provided detailed operational and finance updates, including an upcoming VRA bond closing to finance the Sewer Inflow & Infiltration (I&I) project and recommended fee updates for various town services.
Ratcliffe told council the Rural Development parity for the Sewer I&I project is approved and the funding is set to close by the end of August; a separate debt service reserve account of $10,520.68 will be established as required by the VRA financing agreement. "With the bond closing at the end of August, the project should commence in the fall," the manager reported.
Utility Director Osborne reviewed July operations (new service, re-reads, water and sewer repairs) and said the Lead & Copper Assessment is moving into hydro-excavation; Lane Engineering will procure the contractor and JC Hilton is slated to perform the work after finishing a similar Carroll County project. Osborne also reported an operational disruption at the water plant when a Cyner read failed and the plant ran manually for a day and a half.
Ratcliffe also presented a town-fees memo recommending updates to multiple fees: equipment usage (recommended +6%); water/sewer connection and labor changes; meter check fees; trash collection fees (noting a $60 annual residential rate billed as $5 per month was approved to be effective July 1); and proposed FOIA/copying fee structures. She recommended Infrastructure and Finance committees finalize remaining rates for council review in November.
