ZBA approves Spark Car Wash plan on Route 300 after engineers present reclaim system and stacking analysis

The Town of Newburgh Zoning Board of Appeals on Oct. 24 approved Spark Car Wash's site plan for 1227-1229 Route 300 and related area variances after engineers described water-reclaim systems, stormwater handling and traffic stacking.
Paul Mutch, civil engineer for the project, said the site is constrained by a stream and wetlands at the rear, so the building was sited along the existing pavement edge rather than expanding into the buffer. Mutch said the car-wash tunnel is part of a closed system: wash fluids will be reclaimed, filtered and reused and process effluent will be discharged to the sanitary sewer rather than to storm drains or the adjacent stream.
Nick Tortorella, a traffic consultant, said the design includes three ingress lanes with 16 total upstream stacking spaces. He reported field observations at an existing Spark facility showing peak queues were brief and limited, and that license-plate recognition systems speed members through dedicated lanes. The project team also reported DOT approval of driveway geometry; applicants will pursue highway-occupancy permits and construction permits with DOT and the Town.
The Board reviewed the parking, stacking, stormwater controls and the proximity of the pay kiosks to the state right-of-way. After discussion the Board approved the variances and the site plan unanimously (motion: Ms. Rein; second: Mr. Hermance). Board counsel and staff emphasized applicants must complete DOT and Building Department permitting before construction.
Quote "We have a modern reclaim system where all of those car wash fluids are not coming out and running onto the street. It all gets reclaimed, filtered and reused in the building," engineer Paul Mutch said in the presentation.
Next steps Spark must obtain DOT highway-occupancy permits and submit final engineered plans, stormwater details, and building permits to the Town for review.
