Platte County Commission approves jail contracts, equipment purchases and appointments

Platte County commissioners on April 21 approved a series of contracts, cooperative purchases and appointments covering jail services, detention food, software, vehicles and radios.

The measures moved quickly, with commissioners voting unanimously (3-0) on every item. Among the orders approved were a one-year agreement with Blue Valley Public Safety Inc. to maintain outdoor warning sirens ($18,204), a boarding agreement with Davis/DeKalb Regional Jail (reported 73 prisoners boarded out; county cost stated as $100 per day per inmate), and an amendment with Summit Correctional Services for detention food service ($426,680).

The commission also approved a cooperative purchase of CorrectTrack software (to interface with the jail management system and track head counts, incidents and detainee movement) for $29,973, and a contract to buy two mobile and two portable radios for commercial vehicle enforcement from Motorola for $19,723.58.

A separate order authorized purchase of two Ford F-250 pickup trucks for commercial vehicle enforcement through Missouri state contract MC250182007 with an estimated budget impact of $99,000. Commissioners questioned wording in the commission order that described a “pending budget amendment” and were told the purchases are funded from a $500,000 commercial vehicle enforcement grant and that the paperwork should reflect a budget adjustment rather than a pending amendment. The commission agreed to strike the sentence and approved the purchase 3-0.

Appointments confirmed by the panel included reappointments to the county Industrial Development Authority (Dagmar Williams and John Elliott) and a reappointment to the Mid-Continent Public Library Board (Timothy Thompson). The commission also approved a resolution reallocating opioid settlement funds to Platte County for use by the county’s alternative sentencing/treatment court; staff said they will work with treatment court administrator Kara Davis to track spending and meet state reporting requirements.

Several items had short procedural notes: the consent calendar included documents related to the Zona Rosa matter (a commissioner noted Platte County is "fully getting out of that situation"), and Public Works presented annual bid contracts (categories 6–22) for aggregate, concrete, shop supplies and lubricants and completed a bid opening for a concrete flatwork project; bids were turned over to Public Works for review.
