Platte County adopts IonWave procurement system and awards 2026 road resurfacing contracts

Platte County commissioners voted to adopt an online bidding platform and approved bid awards for the county's 2026 road resurfacing projects on March 2.
County administrator Wes Bender told commissioners the county will use IonWave, an online procurement system used by other counties, to streamline bid forms and improve vendor access. Bender said the system has been adopted by jurisdictions such as Johnson County, Boone County and Christian County and that notices will be sent to prior bidders as well as published in newspapers.
Public Works representative Darby Logan presented two separate bid awards for road resurfacing. For the asphalt resurfacing project (Resolution 2026RES007), the county received two bids and recommended awarding the work to Superior Bowen Asphalt as the lowest bidder. For the microseal project (Resolution 2026RES008), Logan reported that the county received one bid and asked the commission to award that work to Vance Brothers.
Commissioners moved and seconded the request to advertise bids and the bid awards and recorded unanimous roll‑call approvals on the record for the request to advertise and the asphalt bid award; the microseal item was presented and the meeting proceeded to adjourn. Staff did not provide contract dollar totals for each award in the public remarks on the record during this session.
County staff said the intent of the IonWave change is to improve access for vendors and to obtain better pricing for county purchases.
