Sudbury Conservation Commission issues multiple determinations, accepts 5.81-acre conservation restriction

The Sudbury Conservation Commission on Oct. 21 approved a string of determinations and compliance certificates and recommended a conservation restriction to the Select Board.
Chair David Henkels and Conservation Coordinator Lori Capone led the meeting as the Commission voted unanimously to issue an Order of Conditions for 9 Southwest Circle contingent on a pending DEP file number after applicant John Bleuer agreed to increase mitigation plantings to 40 shrubs. The Commission also issued Negative Determination #3 rulings for a set of routine residential and maintenance projects, including sink-in stabilization work at 18 Wolbach Road presented by Jane Maloney of Sudbury Valley Trustees and a deck at 75 Harness Lane presented by Joseph Tyrell.
Capone recommended pre-construction contractor meetings and post-project photo documentation as conditions for several determinations to confirm erosion controls and compliance. Commissioners acknowledged engineered stormwater controls and maintenance plans when considering 24 Goodnow Road, where engineer Stephen Poole said the detention basin had been expanded by about 1,300 square feet to handle 100-year storm runoff; Capone recommended an as-built plan and contractor check-ins before demobilization.
The Commission also issued Certificates of Compliance for completed septic and site-stabilization projects (86 Robbins and 73 Hickory Road) after Capone confirmed the sites were stable. For 27 Sawmill Road, the Commission accepted a 5.81-acre Conservation Restriction and voted to recommend Select Board acceptance; Capone said the Baseline Documentation Report raised no material issues and the State had approved the draft restriction.
Several hearings were continued for further review, including the long-running school proposal for 502 Concord Road and a complex Riverfront Area application for 331 Hudson Road, which Capone asked be revisited after a site visit and additional information from the Zoning Board of Appeals and the Board of Health. The Commission adjourned at 9:00 PM.
The Commission’s roster and votes were recorded by roll call; motions were unanimous unless noted. Future meetings will consider continued hearings and any required follow-up reports or mitigation documentation.
