The De Pere Board of Public Works on July 13 approved a nominal payment parcel report that will allow staff and CORE to begin negotiations and purchases for right-of-way related to the WisDOT reconstruction of State Highway 32 (project 41901700).
A staff presenter said CORE calculated estimated payments based on a 90‑page submission and recommended the board approve the report so CORE may begin negotiating with affected property owners. The presenter said seven parcels require appraisals because their estimated values are higher, and that the city will ultimately be reimbursed by the state for these acquisition costs. "In addition to the parcels, there will be 7 others that require an appraisal because the values are higher... all these costs will ultimately be reimbursed to the city," the presenter said.
The board approved the nominal payment parcel report by voice vote after a motion; staff emphasized that, because this is a connecting highway project, the city will purchase parcels through CORE ahead of state reimbursement. The vote carried, and CORE is authorized to proceed with outreach to property owners and appraisal work where required.
