Wood said SHA staff helped conduct a joint cleanup July 9–13, realigned barriers and removed shrubbery, and that the town shared a draft memorandum of understanding to guide a permanent transition to a one‑way configuration.
"We're about two years out," Wood said, describing the schedule for design and implementation and noting the draft MOU is currently with SHA's in‑house attorneys. He told council he hopes to receive a response and a 30% design to present in September when SHA returns to meet with the Port Towns group.
Council members asked for timing and detail. Council member Dixon asked when the MOU would be ready; Wood said he expects a draft within a few weeks and said the town will update council ahead of the retreat. The mayor noted that Senator Augustine plans to attend the next meeting where SHA is present, and council members said that will be helpful to advance the discussion.
Wood described options the town is weighing, including removing temporary barriers, continuing the pilot while waiting for final design, and pursuing quarterly joint cleanups. He said some SHA resources and equipment were especially useful during the recent cleanup but that SHA's team is spread thin, so the exact scope of future joint activity must still be negotiated.
Next steps: staff will track SHA's legal review and return to council with the MOU draft and any 30% design documents for further direction. Any formal actions or financial commitments would require a future council meeting and vote.
