The Herndon Town Council approved Resolution 26-GS-26 (SE26011020) to permit a personal-service use โ a hair salon and cosmetology services โ at Elden Street Unit 205 (Crossroads office condominium). Staff reported the space is 1,081 square feet, is expected to have three employees and an estimated 6 to 12 clients per day. Recommended conditions include substantial conformance with the submitted materials and appointment-only operations limited to seven people on site at a time.
Applicant Carol Martinez told the council she grew up in Herndon and plans to offer full hair services, including hair cutting, coloring and natural-hair work. A nearby resident asked clarifying questions about services. Planning staff said the planning commission recommended approval 7-2 and staff found no significant parking impacts given site parking capacity.
The council approved the special exception by roll call, Delagula, Garcia, Lloyd, Reyes, Vice Mayor Hedrick and Mayor LeBlanc voting yes (6-0, one absent).
