Town manager proposes credit card policy, fund-balance work and reviews insurance and dog ordinance

Town Manager Jessica Cyr proposed a formal credit card policy governing town department VISA cards issued through Passumpsic Bank, including a requirement that department heads sign acknowledgment of the policy. Select Board member Kathy-Jean Lavoie requested that receipts be submitted weekly; the board accepted that addition.
Cyr and Finance Director Maggie Frizzell said they will continue drafting a fund balance policy and present it to the board in the new year. Cyr also presented comparison matrices showing the town's current health insurance plan and alternative options from Harvard Pilgrim and Anthem and said she would like to enter non-public session during the regular meeting to discuss benefits further.
Cyr reported finding a local dog ordinance that appears to be superseded by state law; she said the police chief currently enforces the stricter state standard and she will investigate how to rescind the outdated local ordinance. No formal policy votes or insurance decisions were recorded in the work session minutes.
