Jim (committee member) told the committee the tax‑structure analysis is underway and is considering a hybrid approach incorporating BPOL and merchants‑tax elements to broaden the county’s revenue base and reduce reliance on real‑estate property taxes. He said staff are conducting econometric work and looking for fiscal‑impact tools and noted prior consideration of emissions taxes allowed by the state General Assembly.
The chair and committee agreed to prepare a draft legislative proposal to allow localities to assess impact fees when parcels move from agricultural to residential zoning. Jim and committee members said they would coordinate language with the Virginia chapter of the American Planning Association and meet with Delegate Hamilton and state senator Bryce Reeves at a legislative roundtable scheduled for Aug. 27 at 4 p.m. at the firehouse; invitations have been extended to a congressman but approval was pending.
The committee also set priorities for an upcoming town hall—tentatively around Aug. 12—to present a budget overview, a model of a proposed 1% school sales tax as informational material, landfill updates and Hoover Ridge progress. Chair asked for concise slide decks and written summaries and set an internal deadline of Aug. 3 for materials to be submitted into the packet for an Aug. 12 town hall if the Board sets that date.
