Spencer trustees approve fees ordinance, $256,324.82 in vouchers and multiple licenses and appointments

The Village of Spencer Board of Trustees met June 8, 2026, and approved a slate of routine and policy items, including adoption of an ordinance to raise municipal court fees and a roll-call approval of vouchers totaling $256,324.82.
President Harry Toufar called the meeting to order at 6:30 p.m. Clerk Chris Helgestad confirmed that open meeting laws were followed and noted upcoming regional meetings including the Dairyland Rail Commission (June 10) and the Joint Fire and Ambulance Commission (June 11). Public Works Garton and Police Chief Bauer each gave brief summaries of recent departmental activity.
The board approved prior regular and special meeting minutes and carried a variance request to allow a front-yard pool at 207 N Spring Street (motion: Trustee Jicinsky; second: Trustee Hoes). Trustees also approved a $3,000 contribution to Spencer Kids Group to support its Summer Recreation Program (motion: Trustee Schafer; second: Trustee Krause).
Auditor Devyn Korish of Hawkins Ash presented the 2025 financial audit; the board approved the audit (motion: Trustee Carolfi; second: Trustee Moore). The trustees appointed Stephanie Betlinski as Deputy Clerk/Treasurer, effective June 15, 2026 (motion: Trustee Hoes; second: Trustee Jicinsky). The board approved Resolution 2026-4 to appoint signers to the village bank accounts and Resolution 2026-5 regarding official bond requirements for the Administrator-Clerk/Treasurer and Deputy Clerk/Treasurer positions.
In a policy action, the trustees adopted Ordinance 2026-2 to increase municipal court fees “to the maximum amount allowable by Wisconsin State Statutes” (motion: Trustee Carolfi; second: Trustee Moore). The board also approved Resolution 2026-6 permitting the sale of fermented malt beverages in public places within the village (motion: Trustee Moore; second: Trustee Hoes) and accepted the 2025 Compliance Maintenance Annual Report via Resolution 2026-7 (motion: Trustee Schafer; second: Trustee Carolfi).
The board approved two appointments of Troy Shull: to the Police Commission for a term ending in May 2031 (motion: Trustee Hoes; second: Trustee Jicinsky) and to the Zoning Board of Appeals for a term ending in May 2029 (motion: Trustee Carolfi; second: Trustee Krause). The trustees granted a combination Class A beer and Class A liquor license for Kwik Trip and combination Class B beer and Class B liquor licenses for Nutz Deep II North, My Brother’s Place and Gorst Events, and approved a long list of operator license applications. The board also approved cigarette, tobacco and electronic vaping device retail license applications for Dollar General and Kwik Trip; mobile home park licenses for States Avenue and Willow Grove; and a junk and salvage yard license for First Choice Recycling.
By unanimous roll call vote the board approved current vouchers totaling $256,324.82 (motion: Trustee Carolfi; second: Trustee Schafer). Clerk Chris Helgestad presented a brief clerk’s report; committee chairs requested meetings for June 30 (Parks & Buildings; Streets & Sidewalks). The meeting adjourned at 8:18 p.m.
