Southampton board approves Lewis Road PRD settlement and $10 million parcel transfer

The Southampton Town Board on July 14 approved a settlement intended to resolve years of litigation and planning disputes over the Lewis Road Planned Residential Development (PRD) and authorized the transfer of certain parcels within the PRD for $10,000,000, subject to the terms of a stipulation of settlement and subsequent public hearings.
Highway Superintendent Charlie McCaudill, who described the agreement to the board, said the settlement concludes a long negotiation that began in 2015 and removes what he characterized as a “tremendous liability” for the town. “It was a tremendous liability that’s being erased, and there are some tremendous benefits that are being put forward,” McCaudill said (speaker 10).
Chris Connolly, a private citizen from East Quogue who attended the meeting, urged support for the settlement, saying it reduced a potential $100 million exposure to what he called a net community benefit and encouraged the buyer to proceed with workforce housing. “It’s time to move on,” Connolly said (speaker 17).
A representative of DLV, Jessica Insilaco, thanked town staff and said the workforce‑housing contract tied to parts of the project has been awarded and will start after the summer season to avoid additional traffic impacts (speaker 19).
The board passed Resolution 2026Dash1096 authorizing settlement of three matters related to the Lewis Road PRD and Resolution 2026Dash1097 authorizing the transfer of certain parcels for $10,000,000 and other consideration according to a stipulation of settlement. Board members recorded “Aye” on the voice vote and the resolutions were approved as presented.
Town officials said parts of the settlement remain subject to public hearings and the stipulation will be posted online after adoption for public review. The board also introduced related public hearings and local‑law proceedings tied to the PRD and associated public benefits, including dedication of acreage and public easements described in the draft stipulation.
Next steps include publication of the stipulation of settlement, the scheduled public hearings and any further approvals required to finalize transfers and implement public‑benefit elements identified in the agreement.
