Newburgh Town Board approves $7.49M audit, schedules hearing on volunteer tax exemption and awards engineering contracts

The Town Board of the Town of Newburgh unanimously approved the town audit in the amount of $7,492,807.95 at a workshop meeting on Monday, Feb. 24, 2025, at 1496 Route 300. Councilman Scott Manley moved to approve the audit and Councilman Paul Ruggiero seconded; the motion passed 5–0.
The board rescheduled a public hearing related to Chapter 166 (“Taxation”) of the Town Code to April 14, 2025 at 7:00 p.m. to consider extending the town’s tax exemption for members of volunteer fire companies and volunteer ambulance services to include volunteers who serve neighboring cities, towns, or villages. Councilman Manley moved to reschedule the hearing; Councilman James Politi seconded and the motion passed unanimously.
On municipal infrastructure, the board approved several engineering and consulting contracts recommended by the town engineer’s representative, Patrick J. Hines. For the Meadow Hill infiltration and inflow reduction project, three geotechnical proposals were received: Allied Drilling ($7,440), Hydrovac Excavating (approx. $16,000), and PVE ($17,376). MHE recommended the lowest bid from Allied Drilling; Councilman Manley moved to accept Allied’s proposal and Councilman Ruggiero seconded the motion, which passed 5–0.
MHE also flagged that portions of the Meadow Hill sewer collection system contain asbestos cement pipe and recommended retaining AIR Environmental Consultants LLC to prepare two Department of Labor petitions for asbestos variances (open-cut and trenchless methods). The board approved the AIR Environmental Consultants proposal, at a total cost of $5,100, on a motion by Councilman James Politi, seconded by Councilman Anthony R. LoBiondo; the vote was unanimous.
The board approved a 2025 water-usage rate for the Air National Guard Water District. Hines presented the calculation: the 2025 water district budget of $9,234,745.00 divided by 679,280.968 (1,000-gallon units) yields a rate of $13.59 per 1,000 gallons. Councilman Paul Ruggiero moved to adopt the resolution and Councilman Politi seconded; the motion passed 5–0.
For a proposed Newburgh salt storage facility, the town received three survey proposals and awarded the work to Terry Bergendorff Collins Land Surveying PLLC for $26,195 (6–8 week timetable). The other proposals were from Badey-Watson Surveying & Engineering ( $36,850; 30 business days) and CivilTec Engineering & Surveying ( $64,500; 8–11 weeks). Councilman Ruggiero moved to approve the award; Councilman Politi seconded and the motion passed unanimously.
A request from Tracey Carvell of Animal Control to use the T-94 account to pay Flannery Animal Hospital $50.95 for canine veterinary services was approved on a motion by Councilman Anthony R. LoBiondo, seconded by Councilman Manley; the motion passed 5–0.
The board adjourned at 7:13 p.m. after completing the listed workshop items. The public hearing on the volunteer tax-exemption amendment is scheduled for April 14, 2025, at 7:00 p.m.
