Hillsboro commission roundup: minutes, bills, two ordinance first readings and a gaming authorization approved

The Hillsboro Board of City Commissioners on March 2, 2026 unanimously approved routine business and several first-reading ordinances, and authorized a gaming site for a local bar.
Early in the meeting Commissioner Geray moved and Commissioner Pohlkamp seconded approval of the Feb. 16, 2026 meeting minutes; the vote carried unanimously. The board approved the accounts-payable list and February 2026 payroll on a motion from Commissioner Pohlkamp, seconded by Commissioner Geray. A line in the packet shows $164,481.89 associated with payables and items listed in the claims section of the record.
Commissioner Pohlkamp moved, and Commissioner Evans seconded, acceptance of the December 2025 financials; that motion also passed unanimously. The commission approved the first reading of rezoning ordinance #540 (Ohnstad-Twichell rezoning from C2 to C1) after a public hearing; a neighboring property owner asked that work on the Ohnstad-Twichell property be completed. Commissioner Evans moved the rezoning first reading and Commissioner Myers seconded; the roll-call vote was unanimous.
The board also approved the first reading of floodplain ordinance #539 on a unanimous roll call (motion by Commissioner Pohlkamp, second by Commissioner Evans). Commissioner Evans moved and Commissioner Geray seconded approval of a gaming-site authorization for the A&R Bar; that motion passed on a unanimous roll call.
On personnel topics the commission discussed a suggested pay scale tied to public-works job descriptions and confirmed base pay will follow handbook rates. Commissioners reviewed summer help for public works and indicated the budget includes three positions starting at $15 per hour (one mowing/lawn-care position and two general laborers).
Announcements included a KLJ public-comment session March 16, the NDLC spring workshop March 17–19, the NDIRF biennial conference April 22–23 and the MRES annual meeting May 6–7. The meeting adjourned at 7:29 p.m.
