Town's Rose Hill bioswale plan held pending DEC planting details

Ryan Cusack, an engineer with LK McLean, presented a town-led Rose Hill drainage and water-quality project that would remove 7,550 square feet of impervious asphalt, restore about 7,020 square feet of roadway asphalt pitched to a new bioswale, construct a 3,600-square-foot grassed bioswale about 1 foot deep, and plant roughly 750 wetland plants. Cusack said the design includes an overflow channel landward of an existing stone revetment and a timber guardrail; he told trustees the DEC requested a little more detail on plant species and counts before issuing final concurrence.
Trustee Sarah Topping said greater planting density near the road end would help filter runoff before it reached the bay, and requested that the applicant keep the bioswale system above the local groundwater table so the swale functions as designed. Cusack said his team had performed initial siting and would resubmit planting detail and soil-boring information to ensure the swale sits above groundwater.
Trustees held the matter pending DEC comment and additional planting detail; staff said they expected the DEC response and resubmitted material within a few weeks. The board did not take final action at the work session.
Next steps: LK McLean will provide the DEC-requested planting detail and soil-boring data; trustees will consider the resubmitted materials when that documentation is received.
