The Grand Forks City Council on Jan. 5 approved a set of property tax-exemption applications for improvements but excluded one residential application that did not meet the age requirement.
During consideration of agenda item 5.2, a council member raised a question about an application showing a 2002 year-built date; staff clarified that residential properties must be at least 25 years old to qualify while commercial properties have no age restriction. Because the Tolleson (Jordan and Timothy Tolleson) property listed 2002 as its year built and thus was 24 years old in 2026, staff advised it did not qualify under the residential standard.
Council moved to approve the group of applications with the exception noted by Councilmember Osowski; after a procedural recusal discussion related to one member’s eligibility to vote, the council approved the package with the single exclusion. The motion carried unanimously among the remaining voting members.
