The RFQ would come back to council for approval prior to public release; the process could take about a year from RFQ to selection of development teams, staff said.
Council members asked for clarity on what phase 2 entails; staff explained that phase 2 will define the RFQ and return with candidate teams for council review. Councilor questions also touched on demolition estimates and funding: staff said a drinking water state revolving loan fund is available and demolition is estimated in the $5–6 million range.
Council approved the phase 2 motion unanimously and asked staff to schedule a plant tour and coordinate technical analyses and stakeholder engagement as the RFQ is drafted.
