Commissioners defer decision on $125,000 supplemental request for Basin Clinic

Montrose County finance director Cindy Dunlap presented a follow-up request on April 21 for additional funding to the Basin Clinic, and commissioners agreed to delay a formal action pending more information.
Cindy said the county already budgeted $250,000 for the Basin Clinic in 2025 and that the new request was for an additional $125,000. "This would be an additional $125,000," she said, describing the request as a supplemental appropriation staff had been preparing for the board to consider. She told commissioners staff could hold the request if the board preferred and that it could be included in a later supplemental if the board wanted more time.
Commissioners pressed for clarifying information about the clinic’s patient counts, revenues and staffing needs before releasing more funds. One commissioner noted they had not seen an appreciable increase in revenues and suggested waiting to see how the clinic’s budget performs before committing the additional money. Another commissioner said they would ask the clinic follow-up questions and return with answers before the board takes action.
Board members noted the funds in question come from PSST (the county’s public-safety/special-services trust allocation discussed in the session) and expressed caution given existing fiscal strain on that source. Cindy said staff will hold off adding the supplemental appropriation for now and will bring more detail back to the board when available.
Next steps: staff to gather requested financial and operational data from the clinic and to reintroduce the item to the board when those details are available.
