County staff said the board met in executive session under Colorado’s open-meetings statute (CRS 24-6-402(4)(f)) to discuss personnel matters, specifically the appointment of interim positions. Returning to regular session, the board moved to approve Julie Andress as interim county attorney and Leslie Kwan as interim county manager; each motion received a second and the chair announced the motions passed. The chair stated the board was unanimous in its decisions and thanked members for the agreement: "We now have an interim County manager and Leslie Kwan that the entire board agrees upon. A county staff member who summarized the executive-session attendance said HR director Leslie Kwan and County Attorney Julie Andress were present for the session. The chair also told attendees the special session did not take public comment because it dealt with sensitive personnel matters and invited the public to the board’s next meeting at 9:30 a.m. the following day for any comments.
Formal records in the public minutes should show the motions and any signed personnel notices; the board stated votes aloud during the meeting but the audio record captured only vocal "aye" responses rather than a roll-call tally with every individual voice identified on the public record. The meeting adjourned after the appointments.
