Council unanimously approves TEFRA bond for Santa Rosa Garden Apartments; several administrative motions pass

The City Council held a TEFRA public hearing and, by motion of Councilmember McDonald with a second from Councilmember Rogers, voted unanimously to adopt a resolution approving the issuance of tax‑exempt multifamily housing revenue bonds by the California Statewide Communities Development Authority in an aggregate principal amount not to exceed $20,000,000 for Santa Rosa Garden Apartments (4601 Montgomery Drive). City staff stated the action carries no fiscal impact to the general fund and that the borrower, TTG Santa Rosa Garden Limited Partnership, is financially responsible for the project.
The vote was recorded as unanimous: Council members Rogers, McDonald, Fleming, Banuelos, Alvarez, Vice Mayor Okrepkie and Mayor Stapp all voted yes.
Other recorded council actions during the meeting included unanimous adoption of the consent calendar and a unanimous motion to appoint Dan Hennessy as the alternate to the 0 Waste Sonoma board. Council also voted unanimously to hold a staff study session addressing unpermitted mobile food vendors—staff had recommended convening a study session to review existing regulations and enforcement strategies in partnership with Sonoma County Health.
No ballot placement votes were taken on the revenue study session during this meeting; staff will return with recommended ballot language at a later date if council so directs.
