City engineers and consultant Burns & McDonnell presented an update on the Truman Connected Phase 2 corridor (Sterling Avenue from Winter Road south to U.S. 40) at the July 13 study session, outlining a hybrid design intended to improve safety and multimodal access.
Ian Deggendorf, deputy project manager for Burns & McDonnell, said the project's engineering costs are in the roughly $500,000 range and the construction estimate is about $7.5 million. Staff described three options considered in design: a 3-lane conversion with on-street bike lanes, an off-street hybrid with expanded sidewalks and paths, and a lane-optimization on-street section. Public feedback pushed the team toward a hybrid model that retains three lanes near Shealy Road and transitions to a two-lane section at a new one-lane roundabout intended to improve safety and reduce the footprint of right-of-way acquisition.
Public outreach: Burns & McDonnell's public-involvement lead said the July 10 meeting drew about 35 attendees, and online comments split roughly 50/50 on multimodal improvements. The hybrid design responds to safety concerns and speeds through the corridor; the team proposed 6- to 8-foot sidewalks in key locations and on-street bicycle lanes in selected segments.
Council members pressed staff on emergency-vehicle access and peak-hour throughput. A project engineer said modeling shows similar level-of-service performance today and in long-range projections and that the one-lane roundabout improves safety without materially increasing overall travel delay. Engineers acknowledged that staff has not yet completed targeted outreach with fire, police and EMS and recommended collecting that input during right-of-way and final-design phases.
Timeline and next steps: the team said plans must be completed in 2027 with substantial completion of construction targeted for fall 2028; the next milestone is right-of-way supplemental work and surveys, due by September for the current plan phase.
