The Planning Commission voted April 27 to recommend approval of ZOTA 26‑01, a zoning text amendment that creates sign standards for the Herndon Transit‑Oriented Core (HTOC) and updates tables for the Transit‑Related Growth (TRG) district.
Angelina Jones, lead planner for design and development, said the amendment would permit painted wall signs in the HTOC and TRG where previously only the Historic District allowed them, introduce a nighttime nit limit of 100 nits for electronic displays between dusk and dawn, and add and reorganize sign types (parapet, tower, freestanding primary/secondary, projecting and blade signs) with clarified placement rules. Jones said staff adjusted the tower‑sign recommendation after the work session to allow two tower signs per building but restrict one tower sign per building elevation.
Commissioners asked for clarification on parapet versus tower sign placement and whether both could appear on the same elevation; Jones agreed to add clarifying language for those cases. The Commission moved to recommend approval of the amendment as edited and forward it to Town Council; the motion passed unanimously among present commissioners (6 yes, 1 absent).
If adopted by Town Council, Jones said the amendment would become effective on and after the date of adoption.
