Rothschild approves $3,000 contract to amend 9‑year CIP and add three projects

The Village of Rothschild on Aug. 11 authorized a $3,000 contract with MSA to amend the municipality's 9‑Year Capital Improvement Plan (CIP) so that three projects are formally documented and eligible for state and federal grant programs.
Administrator Ryan VanDeWalle and Public Works Administrator Timothy Vergara told the board the amendment's primary purpose is to add projects that meet state criteria for grant eligibility. The three projects are: (1) a Weston Avenue off‑street multi‑use trail from Volkman Street to Wall Street and sidewalk improvements (TAP 80/20 grant planned with an Oct. 31, 2025 application deadline), (2) Military Road full reconstruction from Urban Street to Pflieger Street to address hindered water flow and lead lateral services with potential LSL and BIL funding, and (3) the Covered Bridge at Cedar Creek Trail, a historical structure proposed for transfer to the village and potentially eligible for TAP funding.
Vergara said documenting these projects in the CIP positions the village to pursue Transportation Alternatives Program and lead‑replacement funding opportunities. The board approved the contract with MSA 7–0.
Next steps include MSA preparing the amended CIP and staff revising the full 9‑Year CIP in late 2025 or 2026 to reflect a prioritized list of projects and to meet EPA/WDNR timelines for lead service replacement.
