Carlin council adopts sanitation franchise amendment, approves parcel map and audit extension, and cancels Dec. 27 meeting

The Carlin City Council on Nov. 8 approved a package of routine but consequential items: a second reading and adoption of Ordinance 257 amending the Elko Sanitation franchise agreement (effective Nov. 1, 2023–Nov. 1, 2024), approval of a parcel map combining two properties, a 45-day extension for the FY23 audit, cancellation of the Dec. 27 council meeting and the approval of city expenditures covering Oct. 26–Nov. 8, 2023.
On Ordinance 257, Mayor Dana Holbrook said prior discussion had occurred and the council had completed a first reading. Vice Mayor Margaret Johnston moved to adopt the ordinance and Councilperson Cameron Kinney seconded; the motion passed. The ordinance amends the Elko Sanitation franchise agreement for the stated effective dates.
The council approved a parcel map application by Mark Ure to combine parcels at approximately 552 Willow Street and 322 D Street — Mayor Holbrook noted Planning Board approval and Vice Mayor Johnston said the building inspector had no concerns. The council also approved a 45-day extension for the FY23 audit after City Manager Madison Aviles recommended the extension to allow staff additional time to complete required materials.
During general public comment Charles Lloyd of Elko Sanitation reported that new totes had been received the previous Saturday and crews started service changes the following Monday. Lloyd said drivers are documenting problem pickups with photos and that the company will assist elderly or disabled residents without additional charge. On the question of filing complaints, Mayor Holbrook and others explained that complaints may be filed via the Carlin website form, in person or by phone and that using the online form ensures an official, trackable record; Carlin Police Department officer Kevin McKinney added that multiple calls for the same address are merged in the reporting system.
Councilperson Kinney moved to cancel the Dec. 27 meeting; Councilperson Taylor seconded and the motion passed. Councilperson Kinney also moved to approve the listed expenditures; Vice Mayor Johnston seconded and the motion passed.
