Carlin council appoints Richard Braithwaite as city manager, approves $2,500 moving allowance

The Carlin City Council voted Nov. 8 to appoint Richard Braithwaite as the city’s new manager, approving a one-year contract, a $2,500 moving allowance and a Nov. 27 start date.
Mayor Dana Holbrook opened discussion by proposing a moving allowance “in the range between $2,500.00 to $3,000.00” to help cover Braithwaite’s relocation from Arizona. Braithwaite said he had read the contract and had no questions, noting, “I read through the contract and I'm okay with the contract. One year and I understand.” Vice Mayor Margaret Johnston told the council that $2,500 would be reasonable. Mayor Holbrook and Braithwaite discussed housing challenges and the council noted that relocating to Carlin would increase Braithwaite’s pay by about $10,000 annually compared with remaining in Elko.
Councilperson Cameron Kinney moved to enter into a contract with Braithwaite for city manager that included a $2,500 moving allowance and a Nov. 27, 2023 start date; Councilperson Denise Taylor seconded the motion, which the council approved. The contract is for one year with an evaluation at the end of the period, after which the council may continue the employment under the existing terms if there are no issues.
The council did not provide a roll-call vote tally in the record. The council noted Braithwaite planned to move to the area in mid-November and would be available to begin work in person on Nov. 27 to allow administrative staff to complete onboarding and system access.
