Subcommittee flags utility-scale solar and local preemption as candidate JLARC studies

JLARC staff told members one house study resolution asks the commission to examine utility-scale solar, including effects on agriculture, forestry and the environment. The resolution was among several topics staff identified for potential 2025 work.
Senator Sickles urged the subcommittee to include consideration of state preemption of local siting authority, noting some localities have adopted strict restrictions and asking whether state law already limits local control. "I think that's a hot topic," Sickles said, and he recommended the study evaluate the proper role of state government.
Senator McDougall emphasized transmission and siting trade-offs in rural areas, saying rural solar often requires new transmission lines and suggested the study look at acreage expectations and what percentage of land a jurisdiction could be asked to allocate to solar relative to statewide targets.
Members asked staff to check whether other legislative bodies or commissions are already reviewing the issue so JLARC can avoid duplication and identify where its review would add value. Staff agreed to return with comparative work by other bodies and a more detailed scope for the subcommittee to prioritize.
