JLARC studies subcommittee hears staff's 2025 workplan options, schedules next review

Delegate Marcus Simon called the Joint Legislative Audit & Review Commission studies subcommittee to order and framed the day as an initial review of staff proposals for JLARC's 2025 agenda.
"We're gonna get about a 15 minute presentation from JLARC staff on some potential study topics," Simon said, and he told members the subcommittee's likely action would be to direct staff to develop fuller recommendations for the full commission.
Justin Brown, an associate director at JLARC, told members the commission typically completes about five studies per year but that the number varies with scope and staff resources. He also outlined a tentative fall schedule: two higher-education reports in October (institution viability and spending/efficiency), a presentation on the BIMS debt program at the October meeting, a Department of Health review in November, and broadband and data-center policy reviews in December.
Brown also reminded members of a 2024 joint resolution mandating a JLARC review of the social, physical, emotional and economic effects of gun violence; he said that mandated review would count against the commission's study capacity for 2025.
Members asked staff to return with fleshed-out scopes for the shortlisted topics and other suggestions. The subcommittee tentatively scheduled a follow-up meeting at 9 a.m. on Oct. 7 (the morning of the full JLARC meeting) to rank and prioritize studies for submission to the full commission.
The subcommittee did not take formal votes at this meeting; staff will present detailed proposals and cost/scope estimates for members to consider at the next subcommittee meeting.
