The University City City Council on July 13 approved a request from Agudis Israel of Saint Louis for a second extension of a conditional use permit originally granted in 2024.
City staff (Craig Chandler) said the permit was issued in 2024 and the applicant received a one-year extension in 2025; a letter from the project's architect requesting a second extension was included in the council packet and staff recommended approval. Brian Glaser, identified himself as president of Agudis Israel of Saint Louis, told council the delay is primarily due to fundraising and design cost increases and that the congregation is still planning and fundraising internally.
Councilmembers asked whether there is a code limit on the number of extensions; staff said there is no numeric limit in the code and noted at least one other conditional use has been renewed multiple times. Councilmember Fuller asked about a projected groundbreaking; Glaser said none was scheduled yet. Council discussed consistency in granting extensions and the history of prior extensions as context; council approved the extension by voice vote.
The extension allows the congregation additional time to finalize fundraising and design before resuming construction activity associated with the conditional use. Staff did not set a firm new deadline during the meeting.
