"The failover circuit will provide Internet and phone capability if we lose our primary connection," Andrew Campbell said, asking for $6,000 from the general fund as an initial appropriation.
Commissioners also moved money from several restricted and internal accounts. Kevin Hall of the highway department presented the Community Crossing (CCMG) grant, and the commission appropriated $516,927.38 from the CCMG grant fund into the paving line so state grant funds can be used for road work. The commission likewise approved an additional appropriation to the motor vehicle restricted fund (ordinance 2026-78) to move $39,000 between accounts to allow planned work to proceed.
Smaller transfers included multiple Scott County Circuit Court transfers (for example, $212 from the law library to dues and subscriptions) and several Sheriff's Department internal transfers, including a request to create a fuel line for K‑9 officers and to move funds between equipment and fuel lines. Several EMS budget adjustments were approved to shift full‑time paramedic funds into part‑time EMT lines to manage overtime and staffing needs.
The meeting record shows motions were made and approved by voice vote on the matters presented. Commissioners discussed fund balances for restricted funds and emphasized follow‑up at budget time for recurring shortfalls.
