Lancaster County commissioners approve broad consent package of grants and contracts, set July 21 public hearing on air pollution rules

The Lancaster County Board of Commissioners on July 14 approved a broad consent agenda that included contract amendments, grant and subgrant awards to nonprofits and program providers, routine service contracts and a special-event permit.
Among items approved were: a Nebraska Crime Commission subgrant of $61,950 to support an education advocate at the Malone Center; a $336,019.29 grant for community support and outpatient therapy programs at The Bay; a $100,000 grant to The People City Mission for family and women's shelter services; funding of $127,400 for El Centro de las Americas’ Latino youth program (one commissioner abstained from that vote and explained the abstention by saying "I very much believe in this work, but I serve on their board"); and larger agreements not to exceed $750,000 to the Star City Optimist Youth Foundation, $330,000 to the Lincoln Parks Foundation and $250,000 to the Downtown Lincoln Association.
Staff also explained a subgrant for Square One family resource center ($135,154) and grant support for restorative justice and diversion programs, including two $100,000 entries for the Mediation Center supporting restorative justice programming. The board approved an agreement with Zelle Human Resource Solutions to provide human resources services for the county and accepted an InfoArmor/Allstate Identity Protection program offered to employees at no cost to the county.
The board unanimously approved a special-event permit for an American Discovery Trail coast-to-coast relay scheduled for Sept. 20, 2026; the applicant had submitted an email agreeing to permit requirements. The meeting packet also included a quote to perform title search and escrow services for properties in Block 65 of the City of Lincoln and several small service contracts (tree pruning, awards and recognition items).
Staff announced the board will hold a public hearing at 9 a.m. on July 21, 2026, in Room 112 of the County–City Building to consider text amendment 26007 to the county zoning regulations and an amendment to the Lincoln–Lancaster County air pollution control program regulations and standards. The board provided contact and streaming information for the public.
Most consent items passed on voice or roll call. When votes were recorded individually in the transcript, motions carried on roll call or were noted as carried by the clerk; the meeting record shows one abstention (on the El Centro grant) because the commissioner serves on that nonprofit's board.
