Planning commission approves two residential use permits, continues one item and affirms Springline compliance

The Menlo Park Planning Commission on July 13 approved two use permits for single-family residential projects and handled several other procedural items.
The commission approved a use permit for 1024 Sevier Avenue to allow a second-floor addition and interior modifications that exceed 50% of the replacement value of a nonconforming structure. Staff noted a minor correction to an exhibit date before the vote; Chair Ross Silverstein moved to approve the item per the staff recommendation and Commissioner Headley seconded. The motion passed unanimously.
The commission also approved a use permit to demolish a single-story duplex and construct a two-story single-family residence with an accessory dwelling unit at 1908 Manalto Avenue. Architect Hao Zhiu Wang confirmed there is no interior door between the ADU and the main house and that the small fifth bedroom has no closet. Commissioner Eric moved to approve per staff report; the vote was unanimous.
Item F-3 (624 University Drive), a larger proposal that included a use permit, architectural control, major subdivision and BMR housing agreement, was continued at the applicant's request. Staff and the applicant's attorney were available to answer clarifying questions before the continuance.
On the Springline development agreement annual review (1300 El Camino Real / 550 Oak Grove Avenue), the commission determined that Presidio Bay Ventures demonstrated good-faith compliance with the agreement terms for April 2025'March 2026. Presidio Bay representatives discussed lessons learned, flexible mixed uses and parking utilization; commissioners thanked staff and the developer for the regular update.
All votes recorded at the meeting are reflected in commission minutes and staff reports and will be included in City Council materials where necessary. The meeting adjourned at approximately 9:25 p.m.
