Staff recommends 50% Vision Zero fatality reduction goal; council to review draft resolution

Kimberly Black presented data compiled with American StructurePoint showing five fatal crashes in Frankfort over the last five years and recommended the council adopt a goal of reducing crashes and fatalities by 50% over the next 10 years. "It's my recommendation to the council to put in verbiage of a 50% over the next 10 years," Black said, and noted that the recommendation aligned with the consultant's guidance given annexation of new I‑65 areas into city jurisdiction.
Staff (Alicia) confirmed a Vision Zero policy will be required to facilitate grant applications and said she would draft resolution language for the next council meeting. The discussion was framed as guidance for staff to prepare a formal resolution rather than a binding policy adoption tonight.
Council members did not vote on the resolution at this meeting. Staff recorded consensus to proceed with drafting the resolution and to present it for council consideration in August.
