"So they brought it in at the right price," the mayor said.
Council discussion noted the grant funding timeline (approval received 10/20/2025) and that work would not proceed until FY2027 based on the grant's payout schedule. On the roll call, Appleby voted no while the other members supported the agreement, producing a 6-1 outcome. The motion authorized the city manager to sign the engineering services agreement with Crawford Engineering.
