The mayor opened the June 22 meeting and introduced an ordinance amending Chapter 70 to align the city code with current practice on uncontested traffic and parking payments. "70 o 3 requires that, when a a traffic ticket is uncontested that they're to pay the violation, at city hall," the mayor said. "In practicality, that doesn't happen that way. They're paid at the police department. So all we're doing with regard to this change in the mode in the ordinance is we're changing the ordinance to meet what we actually do."
The council approved the ordinance's first reading on a roll call vote, 7-0. The mayor then asked whether the council wished to suspend the statutory rule and consider final reading tonight; the motion required six of seven votes. The roll call produced five yes votes and two no votes (Appleby and Anna), leaving the suspension short of the required threshold, so the ordinance will proceed to the next required step rather than be adopted immediately.
City staff framed the change as an administrative alignment of code language to everyday practice rather than a new enforcement policy. The council did not discuss substantive changes to penalties or enforcement procedures during this meeting. The ordinance will return for the next required reading as scheduled.
