Tolland selectmen approve $21,000 Reserve Fund request, accept 3% fire chief COLA; $6,500 for fire hoses moved to reserve

At its March 30 meeting the Town of Tolland Board of Selectmen approved several Fiscal 2027 budget adjustments recommended by the Finance Committee.
The board voted to approve a $21,000 Reserve Fund request. The Finance Committee recommended a 3% cost-of-living adjustment for the Fire Chief’s salary; Selectman Ed Deming moved to accept that recommendation, Selectman Steven DellaGiustina seconded, and the motion passed with Selectman Patrick Barrett recused from the discussion and vote. The Finance Committee also recommended removing a $6,500 request for fire hose replacement from the Fire Department budget and reallocating that amount to the Reserve Fund so the chief may request funds through a Reserve Fund transfer if hose replacement becomes necessary. The board accepted that recommendation; the minutes record Patrick Barrett as recused from that discussion and vote.
The board indicated these budget items will be incorporated into the broader Fiscal 2027 budget process.
Why it matters: The Reserve Fund provides a mechanism for unanticipated operational needs without a midyear appropriation. Moving the hose request to the Reserve Fund preserves the expenditure for potential future replacement while reducing the baseline Fire Department budget request.
