Council approves Lost River Pond substantial-completion certificate contingent on punch-list item

City staff reviewed the recently completed Lost River Pond slide-repair project and a separate cattail/pond-maintenance concern at the Aug. 18 council meeting.

Jim, a city staff member, summarized the repair work (slope flattening, riprap and a switch to a lehi mat) and said that muck excavation — originally bid as a lump-sum item of $215,000 — did not require as much work as anticipated because less muck was found. He said the city has not yet paid the full lump-sum item and is negotiating an appropriate partial payment for the work actually completed.

Staff described multiple maintenance approaches for widespread cattails: mechanical removal, a range of robotic/mower equipment (staff cited price estimates roughly between $13,000 and $130,000), and chemical treatment, each with trade-offs related to cost, maintenance time and potential impacts on pump structures. Jim said maintenance agreements vary by pond (HOA vs. city responsibilities) and that the city maintains the water, riprap and cattails below the shared-use path.

Council and staff agreed the pond needs to be returned to a basic functional level. A motion to approve the certificate of substantial completion and semi-final progressive estimate number 2 — contingent upon the completion of the punch-list line item referenced in the packet — passed by voice vote. Staff will follow up with Public Works and with the HOA to define future maintenance scope, costs and responsibilities.

The council did not release the contingent pay item until the punch list was confirmed completed, per the motion passed on Aug. 18.
