Board permits Vincent Street sewer work, authorizes hiring and construction parking; notes lower-than-expected road project invoice
Summary
The board authorized a one-day closure of Vincent Street for storm-sewer replacement after inspection found the pipe unsuitable, approved staff travel to a street-commissioner conference, gave permission to start hiring for a vacant laborer position, and granted temporary parking for a remodel dumpster on 5th Street with safety conditions. A seal master liquid road project final invoice was $56,647.60, about $11,531 under the original quote.

The street department updated the board on several infrastructure and operational items and won approvals to proceed with short-term closures and staff travel.
Street staff requested authority to start hiring to fill a laborer vacancy; the board approved beginning the hiring process. The board also approved sending three street department staff to the annual Indiana Street Commissioners conference (Sept. 22'24) with a not-to-exceed travel budget of $2,000.
A camera inspection of Vincent Street revealed that the existing pipe was not suitable to pave over; street staff requested a one-day closure at Vincent Street and Hope Avenue to replace a storm sewer. The board approved the one-day closure and asked staff to schedule work in coordination with other projects.
Staff reported a final invoice of $56,647.60 for a recent SealMaster liquid-road project, approximately $11,531 under the previously approved quote of $68,178.94; staff characterized the difference as due to lower material usage and slightly better rental pricing.
For an upstairs remodeling project on 5th Street, staff requested permission to use adjacent parking spaces for a dumpster trailer rather than placing the trailer on the sidewalk. The board approved use of parking spaces but required that the sidewalk not be used for dumping and that a chute or other method would require closing and protecting the sidewalk. The board added a two-week timeline for the contractor to complete work before returning to the board if necessary.
Actions were approved by voice vote; staff was directed to confirm timelines and safety measures before implementation.
