Kate, speaking on behalf of Jasper (the downtown business/organizing group), asked the board to close two parking spaces on each side of the downtown fire pit during the first-Friday "Alive After 5" music events to reduce the risk of pedestrians, particularly children, encroaching into traffic. The board discussed barrier options (cones, water-filled or sturdier barricades) and handicap access; a motion to close the four spaces and barricade the area as drawn carried by voice vote.
Representatives from Downtown Running (self-identified as Kyle with wife Jamie) requested a Turkey Trot 5K on Thanksgiving morning (Thursday, Nov. 26), estimating about 600 participants. The proposed route circulates the courthouse square, passes the police and fire stations, proceeds along the Riverwalk and returns to Main Street. The board approved no-parking in the northwest quadrant and temporary road closures for setup and teardown from 6 a.m. to 10 a.m.
Christy Rogers of The Social Pour requested approval for a temporary alcohol vendor permit within the city's DORA for the Alive After 5 event in August and asked whether future monthly events could be preauthorized. Board members noted that, under the DORA process the mayor and the police chief must sign each application and the applicant must submit the date, time and location; the board authorized signing the designated outdoor refreshment area form for the present request and encouraged Christy to submit future dates and locations so the board and mayor can preapprove them where appropriate.
All votes recorded in the meeting were voice votes. The board's approvals set the operational expectations (barrier type, maintaining handicap access and volunteer traffic control) and left logistics to coordinating staff and event organizers.
