A presenting contractor spoke at length about bid specifications and legal compliance. He told trustees that state public-works rules require prevailing-wage language in bid specifications and warned of liability if the language is omitted: "You're required by law to pay it. If you don't put it in your bid specs and people then don't have to bid that, then the workers come back to the school. The school has to pay off." The contractor also recommended the 90-mil single-ply membrane for durability, noting manufacturer material warranties of roughly 40–45 years and a 3-inch-hail warranty for certain products.
Trustees and the contractor discussed expected remaining life of the current roofs and tradeoffs between heavier membranes and thinner 45-mil systems. Board members asked about staging and timing; the contractor noted insulation assessment and conservation steps to limit disposal and said crews would coordinate telephone or other work on the same trip where feasible.
