Des Moines County supervisors approve claims, permits and annual posting site; set July 14 work session

The Des Moines County Board of Supervisors on July 7, 2026, approved a package of routine claims, permits and administrative resolutions and scheduled a July 14 work session on a potential sale of mineral rights to USG.
The board voted to deny a payroll reimbursement claim for $1,990.44 and to approve a payroll reimbursement claim for $1,420.95 (motions by Vice Chair Tom Broeker, seconded by Member Jim Cary). Member Jim Cary moved to approve accounts payable claims totaling $1,586,460.35; Vice Chair Tom Broeker seconded and the motion passed unanimously.
The board adopted Resolution #2026-045 designating the courthouse bulletin board at 513 N Main St., Burlington, Iowa, as the official posting place for legal notices and requiring that meeting notices also be posted on the Des Moines County official website, in compliance with Iowa Code Section 21.4. Vice Chair Tom Broeker moved approval; Member Jim Cary seconded.
Other actions included approval of a fireworks permit for 34 Raceway for July 9, 2026 (motion by Jim Cary, seconded by Tom Broeker) and approval of amended appointment letters for the Correctional Center (motion by Tom Broeker, seconded by Jim Cary). The board also approved the June 30, 2026 regular meeting minutes.
During department reports, Sheriff Kevin Glendening said the jail population stood at 101. Emergency Management Director Shannon Prado said she is back from vacation and will demonstrate a solar power generator at the Thursday Farmers Market. Conservation Director Chris Lee told supervisors a work session is scheduled July 14 to discuss the sale of mineral rights to USG; Vice Chair Broeker requested a cost quote from Land Use for drafting a data center ordinance.
In public input, Laurie Cochran questioned the official postings resolution and asked whether a contract had been signed related to the county's wind ordinance redrafting; minutes note a contract was signed in 2023 but not last year and Cochran sought clarification. The meeting adjourned at 9:37 a.m.
