Hildebran reviews lawn-care and snow-removal specs; grounds employee to take on additional mowing

Town staff presented the town's existing bid specifications for lawn-care and snow-removal services and outlined related work that is not currently in the contracts.
Town Manager Logan Shook reviewed sections of the bid documents and discussed additional tasks performed by town staff. Council discussed whether Building and Grounds Maintenance Worker Gary Towery could assume mowing for the area behind Town Hall (including the old kudzu area), Royal Park and areas around the municipal complex; the council directed Mr. Towery to begin mowing those areas.
Council requested that bid documents specify the type and amount of mulch to be used in each area, require contractors to ‘fluff’ mulch each fall, and include a requirement that contractors mow at the end of the week so parks are freshly mowed for weekend rentals and events. On snow removal, Council Member Terry Weaver said he did not want the town to pay the contractor’s general liability insurance costs; Council Member Mike Smith said he did not want to pay a yearly standby fee unless work is performed. Mayor Pro Tem Mike Stroupe cautioned that not paying a yearly fee could reduce contractor priority during storms. Staff were directed to incorporate these revisions and return a final bid package; Mr. Shook will begin the bid process after receiving council revisions.
No formal motion to award a lawn or snow contract was made at the meeting.
