Following a closed session on economic development, the Hildebran Town Council on Feb. 4 voted to direct the town planner to research and prepare a zoning text amendment (ZTA) that would expand existing zoning language to regulate high-energy computer operations such as data centers, bitcoin operations and AI companies.
Council Member Jody York made the motion after the council returned to open session; the motion passed unanimously among members present. The motion specifically instructs the planner to research regulatory options and present a proposed ZTA to the council for consideration.
The council entered closed session earlier under North Carolina General Statute 143-318.11(4), which permits closed discussion of economic development matters. The minutes note that any action approving the signing of an economic development contract or authorizing payment of economic development expenditures would be taken in open session; no such contract was approved at this meeting.
Council did not set a public hearing date in the motion; the planner is expected to return with findings and a draft ordinance for the council to review before any formal adoption steps.
