Hildebran council approves $314,930 park budget amendment and OKs student Storybook Trail project

The Town of Hildebran on March 23 approved a budget amendment to place $289,700 in Parks and Recreation Trust Fund grant proceeds and $25,230 in citizen donations into a project fund for Royal Park construction, a total of $314,930.
Town Manager Logan Shook presented budget amendment #12 and Council Member Mike Smith moved to approve it; the motion passed unanimously. The amendment, Mr. Shook said, will be used toward park construction and any unspent funds will be returned to the General Fund upon project completion.
In the same meeting, Aubrey Sanders, a student at East Burke High School, proposed a Storybook Trail for Royal Park that would install 16 weatherproof pedestals around the walking trail, each holding two pages of a children’s book. "The total cost of the project is $5,000," Sanders said, and Burke River Trail has already pledged $2,000; she intends to fundraise the remainder and to organize a volunteer installation day. Mayor Pro Tem Mike Stroupe moved to approve the project as presented and the Council voted unanimously to approve it. Maliena Smith volunteered to help with pedestal cleaning and maintenance concerns raised by Council Member Jody York.
Council also approved a quote from BluSky Restoration Contractors for $6,933.60 to disconnect and remove 12 wall heaters/radiators from the auditorium basement; the contractor noted painting after removal would be done at no cost. Town Manager Shook said final details and any additional costs (for example, pavilion engineering or added site work) will be presented to Council if and when staff receive final quotes.
Separately, Mr. Shook reported preliminary quotes for a 45-by-60-foot pavilion at Royal Park in the $70,000–$80,000 range; added features such as end caps, guttering, grading and sidewalks would raise the price and an engineering review could add roughly $5,000. Council directed staff to continue gathering final quotes and said a special meeting may be called for approval once numbers are complete.
The Council closed the item after recording motions and next steps for fundraising, installation, and procurement.
