The Kenly Town Council on July 14 approved a nonbinding Memorandum of Understanding (MOU) with neighboring municipalities to pursue coordinated sewer systems, shared procurement and eligibility for state and federal grants.
Interim Town Manager Tony Sears explained the MOU establishes a cooperative framework and a representative body from each participating municipality but imposes no immediate financial obligations. The manager said the absence of an MOU at a recent funding meeting halted progress on a project, and staff recommended formalizing the cooperative agreement to enable future grant applications and feasibility study work.
Council designated the mayor as the town's representative on the coordinating board and directed staff to begin negotiations for a longer-term agreement and feasibility planning. The council approved the MOU unanimously.
Next steps: staff to initiate feasibility planning, negotiate long-term terms and identify potential funding opportunities; the mayor will serve as the town's liaison in early intermunicipal discussions.
