Karin O'Donnell spoke in favor of rezoning, saying the property had been donated and would be run by Lutheran Services Carolina. Property owner Charles Yoder told the council the intent was to provide lower‑cost apartments for seniors who could access nearby services — the senior center, library, grocery and pharmacy — without overburdening town infrastructure. He said the donors and Lutheran Services Carolina planned to support parking needs, including possible church overflow parking.
The public hearing closed at 7:30 p.m. because no other members of the public wished to speak. No action was taken by the council because the applicant had already withdrawn the application.
