OBCA outlines Northeast Park revitalization; council approves limited plantings and endorses further planning

Jeff Vernimb, representing the Onancock Business and Civic Association (OBCA), presented a three-step Northeast Neighborhood Revitalization plan at the Oct. 27 meeting that begins with immediate park perimeter plantings and extends to signage, benches and broader streetscape work.
Councilmember Lisa Fiege moved to permit OBCA to add plantings to Northeast Park; Councilmember Omar Grubb seconded and the motion passed 5-0. OBCA told council Step 1 work to plant 12 trees and shrubs around the park perimeter would cost $1,490 and be covered by OBCA donations. OBCA asked for council approvals at phases in early 2026 for additional items that would require town funding (OBCA estimated a Phase 2 cost of roughly $25,400 and larger neighborhood improvements with directional estimates).
Council discussion noted coordination with adjacent property owners and that planting work near Glorious Church had the church's approval. Several public commenters thanked OBCA for park work and offered volunteer help. Council indicated the broader Queen Street design and stormwater concerns would be coordinated with stakeholders and that the Queen Street project is on hold pending grant allocation from DHC.
The council also voted to change regular meeting start times to 6:00 p.m. beginning January 2026 (5-1 vote), a scheduling change discussed during the meeting.
