Planning commission sets Sept. 8 public hearing for Etier Property rezoning after stormwater concerns

The Town of Onancock Planning Commission voted unanimously on Aug. 4, 2025, to schedule a public hearing for Monday, Sept. 8, 2025, to consider a rezoning application for the Etier Property (application 85A3-A-29A).
Town Manager Matt Spuck presented the staff report and said the applicant’s stated intent is to develop townhouses or apartments on the parcel. Chris Carbaugh of Atlantic Group and Associates discussed the application with commissioners and answered questions; staff materials are included in the Planning Commission packet.
During public comment, resident Jay Miller raised concerns about the town’s storm sewer capacity, stating the existing system "cannot currently manage the amount of water for a major storm" and warning that adding additional housing would compound those problems. Miller also said the VDOT traffic study provided with the application was unreadable and said he believed the process was being handled "backwards." In response, Chris Carbaugh said that stormwater requirements are "strictly enforced." Commissioner Greg Temple moved to set the public hearing for Sept. 8, 2025; Commissioner Jeff Adler seconded. The motion passed 7-0. The commission did not take a vote on the rezoning itself at the Aug. 4 meeting; the scheduled public hearing will be the next formal step.
