Charlemont board recommends funding six capital articles from Free Cash; moves to use stabilization for equipment fund

Amy Wales, a board member, called for and won a series of unanimous votes May 13 to recommend funding multiple capital warrant articles from the town's Free Cash balance.
The board approved motions to fund Article 7 (assessor's software), Article 8 (a highway truck, including an extended warranty), Article 9 ($6,500 for cemetery maintenance), Article 10 ($40,000 for a bridge repair expense fund), Article 11 ($40,000 for highway infrastructure repairs) and Article 12 ($5,000 for a Town Hall bathroom remodel). Each motion was seconded and carried "All in favor." Amy Wales moved several of the motions; Ron Smith, Lynn Hathaway and Rich Filoramo also recorded motions or seconds for specific items.
The board decided not to create a new stabilization fund for department equipment. Instead, members recommended using the town's existing stabilization fund for Article 13; Amy Wales moved to "pass on" Article 13 and Rich Filoramo seconded the motion, which carried unanimously.
The votes occur against a brief but pointed discussion about the sustainability of repeatedly relying on Free Cash for capital needs. Jay Healy raised concerns about covering recurring expenses with one-time Free Cash, and other members said the town has been regularly contributing to stabilization but has not needed to draw on it yet. Board members noted a statutory timing constraint: Free Cash must be appropriated by June 30.
Members also discussed the Capital Planning Committee's role in prioritizing departmental requests and suggested adjusting multi-year cost estimates by 2'3% for inflation and consulting the Department of Revenue for forecasting assistance.
The board reviewed related documentation, including the final budget and the 2026 Town Meeting warrant. The meeting adjourned at 5:07 p.m.
