At its July meeting, Smyrna’s Town Council approved a range of routine and substantive items: a consent agenda of contracts and time extensions (with two items pulled for discussion), zoning text amendments, nonprofit grant appropriations for FY2027 and a resolution authorizing photographic preservation and disposal of select paper records.
Consent agenda: The mayor read consent items that included procurement authorizations, contract extensions and time extensions for Lowry Street and Florence Road sidewalk projects; the council pulled item e (monument signs) and item k (GNRC transportation planning) for separate discussion and subsequently approved the consent agenda without objection.
Zoning text amendments: Planning staff presented and council approved three ordinance/text changes: an amendment to Article 3 Section 3.1 to increase allowable detached accessory-structure square footage (counting all floors), an amendment tying accessory structure height to the principal structure, and a text amendment to Article 4 Section 4.03 limiting mobile food vendors to C-2 properties with shortened permit durations (30 days per permit; single location capped at 90 days/year) and removing the nightly-removal requirement. Planning commission reviewed and recommended approval and staff said prior permits would be honored until December under the new rules.
Nonprofit funding and records preservation: Staff reported FY2027 nonprofit appropriations totaling approximately $977,000 (with $250,000 allocated to a new child advocacy center and some recurring interlocal commitments for the library). Council approved the funding resolution but asked for a special-called meeting for deeper review of allocations, interlocal agreements, and committee/oversight processes. Council also approved a resolution authorizing digitization of permanent records consistent with statute and to allow disposal of paper copies once digital archival standards are met; staff noted a small number of bound historical volumes will be reviewed to avoid losing historical materials.
Other business: Council approved a self-insured retention payment for a specified claim number and heard multiple department status reports (sales-tax receipts, Independence Day event metrics and other community announcements). The public comment period featured a presentation by the Smyrna Public Library on an upcoming "walking through history" event funded in part by a Tennessee semiquincentennial grant.
What happens next: Staff will circulate detailed nonprofit funding materials ahead of the special-called meeting; planning staff will implement the updated zoning text and prepare administrative guidance for mobile vendors and accessory structure reviews; records office will proceed with digitization planning while protecting historically significant bound volumes.
